Cincinnati has drastically limited the number of community centers being used as warming shelters Friday.All of Cincinnati's 23 community centers operated by the Cincinnati Recreation Commission were initially slated to remain open, but that number was reduced to three on Friday due to hazardous road conditions, the city said in a news release.The National Weather Service in Wilmington has warned of winds gusting as high as 45 mph, with very cold wind chills as low as 30 degrees below zero.At those temperatures, frostbite and hypothermia can set in within 30 minutes.
